Today I helped set up a self-hosted GitHub Actions runner on a Linux VPS to deploy a Laravel app via Docker Swarm. What started as “just run run.sh” turned into a pretty interesting security rabbit hole.

Here’s what we did and why.


Step 1: Don’t run CI as your main user

The obvious starting point: the runner was going to run as mike, a user with passwordless sudo. That means any workflow — including a compromised one, or a malicious pull request — could do literally anything on the machine.

The fix: create a dedicated deploy user with no login shell and no password.

useradd -r -m -s /usr/sbin/nologin deploy

nologin means the account can run processes but can’t be SSH‘d into or su’d to interactively. It’s a small thing but it reduces the blast radius of a compromised runner token.


Step 2: Sudoers whitelist instead of docker group

The deploy script needs to run docker commands as root (Docker Swarm overlay networks require it — rootless Docker doesn’t support them). The tempting solution is usermod -aG docker deploy, but docker group membership is effectively root: you can mount the host filesystem into a container and escape trivially.

Instead, give deploy passwordless sudo for only the specific subcommands it needs:

deploy ALL=(root) NOPASSWD: /usr/bin/docker build *
deploy ALL=(root) NOPASSWD: /usr/bin/docker stack deploy *
deploy ALL=(root) NOPASSWD: /usr/bin/docker service ls *
# etc.

This way deploy can’t run docker run -v /:/host alpine sh — that subcommand simply isn’t in the list.


Step 3: Move migrations into the container entrypoint

The original deploy script ran migrations via:

That docker run was the most dangerous permission on the list — arbitrary container execution with network attachment. We eliminated it by moving migrations into the app container’s entrypoint instead:

The db:show command tries to actually connect to MySQL — if it fails, MySQL isn’t ready yet. Retry loop, max 90 seconds, then fail loudly.

With this change, docker run was removed from the sudoers whitelist entirely.


What’s still imperfect

docker build is still on the list. A malicious Dockerfile RUN step can execute arbitrary code during the build. Since the Dockerfile lives in the repo and the repo is private/controlled, the risk is low — but it exists.

The other gap: docker stack deploy with a crafted stack YAML could still mount host volumes. The sudoers whitelist controls which docker subcommands can run, not what those commands do.

The honest ceiling: if you need root-level Docker access to run Swarm, you can’t fully sandbox it. The goal is making exploitation non-trivial — raising the bar high enough that a supply-chain attack doesn’t trivially own the host.

For a personal VPS running one app, this is a reasonable posture. If this were multi-tenant or customer-facing infrastructure, the answer would be Kubernetes with proper RBAC (where CI only needs kubectl rollout restart, never touching the socket directly).


Security is mostly about making the easy attacks hard. Today was a good example of that.
